Montgomery County Council Considers Re-Zoning in Communities Near Metro Stations

Rezoning Could Limit Municipal Zoning Authority and
Allow Multi-Family Dwellings and Increased Density in the Village
NEW Links to Templates for Individual Written Testimony


Earlier this month, we advised residents that Montgomery County Councilmember Will Jawando had introduced Zoning Text Amendment 20-07 (ZTA), which would allow owners of R-60-zoned properties located within 1-mile of a Metrorail station to build “Missing Middle” housing types, including duplexes, townhouses, and multi-family structures within the current R-60 lot coverage, building height, setbacks, minimum lot size and minimum parking requirements. Additional zoning flexibility is also proposed for R-60 zoned properties located within one-half mile of a Metrorail station, including exclusion from infill lot coverage limits and decreased minimum onsite parking requirements. 

All of the properties in the Village are currently zoned R-60, which are residential lots with a minimum area of 6,000 square feet and a minimum width of 60 feet, creating a fairly dense housing pattern.  The Village’s zoning authority to regulate building height, mass, setbacks, lot coverage, etc., is limited to single family zoning. If adopted, it is possible that this ZTA could eliminate or drastically decrease the Village’s existing zoning authority and our ability to regulate new buildings and changes to existing buildings in the Village. Additionally, the proposal could have impacts on stormwater runoff concerns in the Village (by reducing permeable surface area) and tree canopy (as the proposal seeks denser development).

Important Dates: Planning Board and County Council Hearings

  1. The Planning Board’s Public Hearing is scheduled for February 4 (during its morning session, which begins at 9:00).  The agenda can be viewed at https://montgomeryplanningboard.org/agenda-item/february-04-2021/ and the Planning staff’s report is now posted at https://montgomeryplanningboard.org/wp-content/uploads/2021/01/ZTA-20-07_Final.pdf.  County residents may submit written testimony to the Planning Board via email to MCP-Chair@mncppc-mc.org.  Written comments must be submitted no later than 12 noon on February 3.

  2. The County Council will hold its Public Hearing on February 11.   County residents may submit written testimony to the County Council via email to county.council@montgomerycountymd.gov.  Written comments must be submitted no later than February 9.
A coalition of affected municipalities and communities has provided template letters opposing the ZTA, which can be downloaded at the following links.  The templates need not be used to provide comments to the Planning Board and County Council.

COVID-19 Vaccine Information

Registration for Priority Groups 1A, 1B & 1C; Resident Survey ends Feb. 4; Links to Information from Montgomery County and Updates from the State of Maryland

Registration for those who live or work in Montgomery County Who qualify in Groups 1A, 1B and 1C:  The county’s preregistration has been opened to all those qualify in Groups 1A, 1B and 1C who live or work in the county.  See the below graphic to understand who falls within these Priority Groups.

Qualified individuals must preregister before being able to make an appointment once doses become available.  As the county receives more vaccine from the Maryland Department of Health, registered individuals will be contacted to schedule an appointment.

Updated Vaccine Pyramid

Community Survey:  Montgomery County has launched an online survey to hear from residents and get an informed understanding of how residents feel about taking the COVID-19 vaccine. The survey is not scientific, but will help to identify any possible concerns residents may have about the vaccine. With a goal of vaccinating 75 to 80 percent of the community, County employees will use the feedback to address questions and to better reach communities hit hardest by COVID-19 and who have historically been apprehensive about trusting vaccines or medical research. The County plans to incorporate the feedback from the survey into its robust outreach plan and communications efforts to educate the public on the importance of taking the vaccine.

Village Adopts County Pesticide Law

Chapter 33b Restricts Chemical Pesticides on Lawns

Residents should advise their lawn care contractors that this County law
has been adopted in the Village.


At its regular monthly meeting January 11, 2021 the Board of Managers voted unanimously to adopt the County Pesticide Law, Chapter 33b, of the County Code.  The law went into effect within the Village on Monday, January 25. The law, which was enacted by the County in 2015, restricts the use of certain pesticides on private lawns, playgrounds, mulched recreation areas, and childcare facilities. Most synthetic pesticides to treat pests in lawns are also not allowed. Organic or minimum-risk pesticides are allowed for use on these areas. Exceptions are made for the treatment of biting and stinging insects (including treatment for mosquitoes).

The purpose of the law is to protect the public health and welfare and to minimize the potential pesticide hazard to people and the environment. In addition to potential harm to children and pets, the application of these chemicals contributes to pollution of water sources and is fatal to many beneficial insects and songbirds.

Additionally, the County offers many resources for practicing organic lawn care. Their extensive web pages highlight tips and tools for successful lawn care.

Residents should advise your lawn care contractor that this County law has been adopted in the Village. It should not be a burden for any commercial lawn care company as the law has been in effect County-wide for over a year. The Village has merely joined neighboring municipalities by opting in to existing county legislation to protect children, pets and the environment.

Enforcement of this law will be handled by the County. Residents who seek to report a violation should contact the County by dialing 311. You may also file a report online via the following link: https://www3.montgomerycountymd.gov/311/Solutions.aspx?SolutionId=1-5ID8O7  

Be sure to include in your report:

  • the date and time of the violation,
  • any information on the pesticide used or the applicator,
  • and the address.

2021 Shredding Event




FY2022 Budget Work Session


The Village Board of Managers will hold a virtual work session to review the Village Manager’s draft budget for the fiscal year that begins on July 1, 2021 and ends on June 30, 2022.

Monday, February 22 at 7:30 p.m.
(this meeting will be held virtually)


The work session will be open to the public, although public comment will not be permitted until the public hearings on the budget in March and April. Additional work sessions may be scheduled as deemed necessary by the Board.


State Highway Administration Commencing Third Phase of BRAC Intersection Improvements at Connecticut Avenue and Jones Bridge Road/Kensington Parkway


The State Highway Administration will commence the third phase of the Base Realignment and Closure (BRAC) intersection improvement project on MD 185 (Connecticut Ave) at Jones Bridge Road/Kensington Parkway. The project will begin in February 2021 and will continue through 2024.

Chevy Chase At Home is a group of neighbors helping neighbors. Volunteers bring needed support to members with a smile. Even, or especially, during this time of the Covid 19 pandemic, the value of an engaged peer community cannot be overstated.
 
CC@H offers a rich program of affinity groups, continuing education, socialization, and exercise – all currently via Zoom, which actually makes it easier for many to participate.

Join The Compost Crew Today!


The food-waste collection program in Chevy Chase Village continues to grow as the community looks for more ways to be conscientious consumers. We recently hit a milestone of 75 households who are recycling their food-waste with Compost Crew. As a result of increased participation, the price per household for Compost Crew’s convenient food-waste collection will now be $16 per month for the standard size bin- a 20% savings from the previous cost. The monthly cost for the larger 12-gallon bins has dropped to $20/month.

Pricing for existing customers will also reflect the new rates. Compost Crew will be in touch with residents who are already composting to share details of the new rates.
